📖 Chapter Overview

Secularism concerns the relationship between religion and political authority and the protection of citizens from religious domination. The Indian approach developed in a context of deep religious diversity and differs in important respects from strict separation models.

What is secularism?

Secularism addresses how the state should relate to religious beliefs and institutions while maintaining equal citizenship. It is not necessarily identical to hostility toward religion.

Inter-religious domination

This occurs when one religious community dominates another or when members of one community face unequal treatment because of religious identity.

Intra-religious domination

Domination can also occur within a religious community, for example when a section of believers faces unequal treatment or exclusion. Secularism can therefore raise questions about internal equality as well as relations between communities.

Western approaches

Some Western models emphasise a stronger institutional separation between state and religious authority. Even within Western countries, secular arrangements differ.

Indian approach

Indian secularism developed around equal citizenship, religious freedom and the need to address domination in a plural society. The state can sometimes intervene in religious institutions or practices when constitutional values such as equality are at stake.

Criticisms

Debates include concerns about excessive state intervention, claims of selective treatment, minoritism and vote-bank politics. These are arguments to be examined, not slogans to be memorised.
