📖 Chapter Overview

Democratic decentralisation moves decision-making closer to citizens. The 73rd and 74th Constitutional Amendments gave constitutional status to rural and urban local bodies and established a framework for elections, reservations and institutional functioning.

Why decentralise?

Local institutions are closer to everyday problems such as roads, sanitation, water, local planning and community facilities. Participation at the local level can deepen democratic practice.

73rd Amendment

The 73rd Amendment concerns Panchayati Raj institutions. It created a constitutional framework for rural local government, including regular elections, reservations and State-level institutional arrangements.

74th Amendment

The 74th Amendment concerns urban local bodies such as municipalities. It provides a constitutional framework for urban local self-government.

Reservations

Reservations in local bodies aim to increase representation of Scheduled Castes, Scheduled Tribes and women, subject to constitutional and legal provisions.

Three Fs

Effective decentralisation is often discussed through functions, funds and functionaries. Elections alone do not guarantee meaningful local autonomy if local bodies lack responsibilities, financial resources or administrative capacity.

Participation and accountability

Local government can increase citizen participation and accountability, but effectiveness depends on institutional capacity, transparency and coordination with higher levels of government.
