📖 Chapter Overview

The executive implements laws and conducts administration. India follows a parliamentary executive in which the President is the constitutional head of the Union, while the Prime Minister and Council of Ministers constitute the political executive. The permanent executive provides administrative continuity.

Parliamentary executive

In a parliamentary system, the executive is connected to the legislature and is accountable to it. The Council of Ministers is collectively responsible to the Lok Sabha. This creates a relationship between legislative majority and governmental leadership.

President

The President is the constitutional head of the Union. The office has important constitutional functions, but most powers are exercised according to the constitutional scheme on the aid and advice of the Council of Ministers.

Prime Minister

The Prime Minister leads the Council of Ministers, coordinates government policy and plays a central role in advising the President. The Prime Minister’s position depends on maintaining the confidence of the Lok Sabha.

Council of Ministers

Ministers head departments and collectively form the political executive. Collective responsibility means the Council stands together before the Lok Sabha.

Permanent executive

Civil servants remain in office across changes of elected government and provide expertise and continuity. They implement policy but operate under the authority of the elected political executive.

Parliamentary vs presidential

A presidential system normally separates the executive more clearly from the legislature and gives the president an independent electoral mandate. A parliamentary system makes the executive more directly dependent on legislative confidence.
