📖 Chapter Overview

Democratic elections transform citizens’ preferences into political representation. The chapter examines universal adult franchise, constituencies, the First-Past-the-Post system, proportional representation, reserved constituencies and the Election Commission.

Universal adult franchise

Universal adult franchise means adult citizens have the right to vote subject to lawful qualifications. It expresses political equality by giving citizens an equal formal vote rather than restricting political participation by property, gender, education or social status.

First-Past-the-Post

In a single-member constituency, the candidate receiving the highest number of votes wins. A candidate does not necessarily need more than 50 percent. The system creates a direct constituency representative but can produce a difference between vote share and seat share.

Proportional representation

Proportional representation aims to make representation more closely correspond to the distribution of votes. India uses forms of proportional representation for specified elections, including elections involving the Rajya Sabha and President.

Reserved constituencies

Reservation of constituencies for Scheduled Castes and Scheduled Tribes is intended to improve representation of historically disadvantaged groups within elected institutions.

Election Commission

The Election Commission of India is constitutionally entrusted with the superintendence, direction and control of elections to Parliament, State Legislatures and the offices specified in the Constitution.

Electoral reform

Debates include campaign finance, criminalisation of politics, internal party democracy, transparency and improving voter participation. In an exam answer, distinguish an existing constitutional provision from a proposed reform.
