1. What Development Means

Development means improvement in the quality of life. Income is important, but people also want regular employment, equal treatment, freedom, security, education, healthcare, dignity and a clean environment. Therefore, different people may have different—and sometimes conflicting—development goals.

Example

A landless rural worker may want more days of work and better wages. A girl may prioritise safety and equal opportunities. A farmer may want irrigation and a fair price for crops. These are all development goals, but they are not identical.

2. Income as an Important Goal

Income enables people to buy food, clothing, housing, education and healthcare. However, higher income alone does not guarantee a better life. A person may have income but lack clean water, safe working conditions or access to quality healthcare.

3. National Development

When we compare countries or states, we need indicators that can be compared. Per capita income is calculated by dividing total income by total population. It gives an average income figure.

Per Capita Income = Total Income ÷ Total Population

Why use an average? It makes comparison between regions of different population sizes easier. Why is it limited? An average does not show how income is distributed among people.

4. Beyond Income: Public Facilities

Public facilities such as government schools, hospitals, sanitation, drinking water, roads and public transport affect quality of life. Two regions with similar average income may have very different outcomes if one has better public facilities.

5. Human Development

A broader view of development considers income together with health and education. Indicators such as life expectancy, literacy and schooling help us understand human well-being more completely.

6. Sustainability of Development

Natural resources are limited. Excessive groundwater extraction, deforestation, pollution and unsustainable energy use can create long-term problems. Sustainable development asks how present needs can be met without destroying the resource base needed in the future.

If a region’s income rises rapidly but groundwater falls sharply and pollution increases, has development automatically improved? Explain using both present and future well-being.
