Concept, importance, limitations; planning process; types of plans including objectives, strategy, policy, procedure, method, rule, programme and budget.

Planning means deciding in advance what to do, how to do it, when to do it and who should do it. The process generally involves setting objectives, developing premises, identifying alternatives, evaluating them, selecting a course, implementing and following up.

3. Common Mistakes

Planning does not guarantee success and is not necessarily rigid. Distinguish policy, procedure, method, rule, programme and budget by their level of specificity.

  3. Explain why planning reduces uncertainty but cannot eliminate it..
